EDITORIAL : WHERE IS WAR ? By Adnan Kamel Salah

The Ind-Russian statement issued in Moscow yesterday is yet another step of interference of Russians and Indians in the internal affairs of East Pakistan, as this statement reflexes the two parties’ pretention to be worried about the situation in East Pakistan. It is certain that a large number of refugees crossed into India, but they are not 9 million as the Indian propaganda puts it. The refugees went to India in order to escape the saboteurs coming from the Indian territories.
The British correspondent of the “Times” reported from the Indo-East Pakistan borders that the Indians confess that the saboteurs, who enter East Pakistan actually move from positions in the Indian territories, which fact leads to the question whether these saboteurs arc really East Pakistani nationals ? And, In spite of the sabotage activities from India, the Pakistan Government could control all parts of East Pakistan and ensure security there. and the saboteurs could only move in some borders of Pakistan with India, and that too often under protection of the Indian army. So, while talking about the dangers of war what pushes Russia to pretend that it will ensure that no war arises in the area ?
It is obvious that Pakistan should protect its territories and also stop sabotage within its territories, and in this; it is not aggression or causing war. But India has taken dangerous step by signing a protection and friendship treaty with Russia and furthermore, it launched a propaganda attack against Pakistan,, as if it were preparing the atmosphere for what it intends to do. The outstanding problem is that Indians support sabotage actions in Pakistan and prevent refugees from returning to their homes in Pakistan by giving them false accounts about the situation in East Pakistan. But these refugees (90% Indians) as India itself stated, have left East Pakistan for India on account of several political and religious factors. India, however, could not provide them food and lodging, therefore, it is not believed that they live quiet and tranquilized in India.
If India intends to act for a real peace then the way to achieve this is not to support the acts of sabotage, stop anti-Pakistan propaganda and to encourage the refugees to return to their homes. That will be difficult, particularly because India Is supported by far and contradictory elements in. various parts of the world, which included Kossygin in Moscow, Christian Organizations in Britain and Canada,. Robert Kennedy in America and the Juish Seniors in Israel. The mil Intention for peace will be revealed if all these contradictions arc resisted.
